The Paraná state has already reduced by half its mortality rate of children under age five between 1990 and 2004. The number of deaths of each 1000 children born alive went from 39 to 18. Although the mortality rate has taken a drop in the last few years, the difficulty of lowering this rate is now increased at these lower levels. The state is reaching the goal number five, which proposes the reduction of the mortality rate by at least two thirds by 2015. According to the Atlas of Human Development, elaborated by the United Nations Development Programme, between 1991 and 2000, 50 Brazilian cities have already reached this goal. Out of that 50, 30 cities were in Paraná state.
